If no objection I propose teintroduce legislat-

ion giving power inter alia to require persons obtaining

export permits either for prohibited goods or under the

declaration of Ultimate Destination Ordinance to undertake

to produce 1mding certificates from a British Customs or

Consular Officer at the place of destination. Please

inform me whether such officers will be allowed to sign

such certificates. A form of certificate will be presented

for signature in every case.
